Ram Gopal Verma had signed Amitabh Bachchan for another movie "Ek", he decided to scrap that script and decided to cast both father and son together for the first time in this movie.
The term "Sarkar" pronounced "surkaar" is a title, used in Hindi, to address someone of authority. It is also the Hindi word for government.
Many directors have been trying to get both the real life father and son together in the same movie, finally Ram Gopal Verma managed to rope them in together for the first time, even though Bunty Aur Babli 2005 to which the father and son signed much later was released earlier.
